There is 19 steps so minimum output value is 8dBm what equals 6mW power. When using high output power it must be remembered that then antennas VSWR comes even more important. In practice miller coding affects the number of clock cycles that tag uses to modulate one symbol. So when using higher Miller coding scheme tag to reader data rate will be slower but at the same time it is more robust to interferences. Also tags response spectrum is more concentrated around the link frequency when using high miller scheme.
